In the midst of the judicial storm that has the Casa Rosada in suspense due to the accusation of the Chief of Staff Manuel Adorni, another sensitive file for the government of Javier Milei had news. The prosecutor’s intention to reinvestigate the defendants, who were prosecuted last February by the judge Sebastian Casanellowas formalized from new discoveries. In his opinion, the prosecutor described a series of corruption maneuvers which implied, according to the Prosecutor’s calculation, the disbursement of more than 75 billion pesos from public coffers in favor of a group of businessmen.
The so-called Andis case began with a complaint from lawyer Gregorio Dalbón in which the public broadcast of a series of audios attributed to Spagnuolo was cited. Only a small group of drugstores and companies that provide supplies for people with disabilities were invited to this parallel procedure, and the allocations were distributed in advance, “simulating a competition that was not such,” according to the prosecution.
New revelations

In this framework, one of the novelties that appear in the new opinion is a chat that former official Garbellini sent in July 2025 to the external operator Calvete. The message contained a table with a list of companies related to price controls and the amount “to be collected” from each of them. “Your offerings this week,” the official told the businessman.

This table includes the companies Artrobone Ortopedia SA, Droguería Profarma SA, Droguería Promedic SRL, Expo Trauma SA; Indecomm SRL; Kinetical SRL; Sagues Orthopedic Laboratories SRL; Bernat Orthopedics SRL; and Prolite Orthopedics SRL The sum of the amounts attributed to each of the firms gives a total of more than 2 billion pesos.
This exchange, which shows what the internal language used by the participants in the investigated maneuver was, shows the prosecutor that it was money that those companies had to collect. Collection from which Calvete “would obtain a spurious income by enabling their irregular participation” in the price compulsivity system. And that “also implied returns to public officials.”
“This is another example that officials who were supposed to look after the public interest were actually at the service of private interests. They offered state money and confused public and private interests to the detriment of the State,” the prosecutor wrote in relation to Garbellini and the message referring to the “offering.”
It is from this exchange that the names of the new defendants summoned for investigation emerge. The prosecutor wants Evangelina García and Gonçalo Armella (Artrobone Ortopedia SA) to testify; Emilio César Olguín (Expo Farma); Oscar Alberto Capello (Kinetical); Javier, Fernando and Gustavo Bernat (Ortopedia Bernat SRL) and Christian, Mariano, Vicente and Lucas Sagués (Laboratorios Ortopédicos Sagues SRL), just to mention a few.
Two power cores
Among the novelties of the prosecutor’s extensive opinion, it was detected that part of the cartelization was concentrated in what Picardi defined as “two nuclei of economic power”: on the one hand, that headed by Calvete and its related companies and, on the other, that of the Sagués family.

There were 28 price controls that were opened in the National Disability Agency for the acquisition of supplies for that population. Of those, purchase orders for more than 5.6 billion pesos were awarded and issued for the different firms of both groups. According to what the Prosecutor’s Office calculated, the Calvete group of companies kept $47 of the funds, while those linked to the Sagués were awarded 52.9%.
This distribution, according to the opinion, was previously agreed thanks to their personal and business ties. This could be verified from the discovery of conversations that Calvete had with Christian Sagués. There was also a confidential witness who declared that “Calvete had frequent contact with those responsible for the Sagués, Prolite and Probock firms, which are all owned by the Sagués, the father and the children.”
The prosecutor once again summoned Spagnuolo, Garbellini and Calvete considering that his investigation was incomplete as a result of the new facts mentioned above and others detailed in the opinion. Now, it is Judge Ariel Lijo who is in charge of deciding whether or not to grant the request.
Lijo is the same judge who has in his hands the cases for illicit enrichment and the flight to Punta del Este of the Chief of Staff, Manuel Adorni. It was also drawn to investigate the complaint regarding VIP loans from Banco Nación to officials and libertarian leaders.
